Quick question --
If 2 teams are tied in the standings (that is, Dave's proper standings) what are the tie-breakers? Head-to-head? Or something else?

As per section 8 & 9 of the rules (which you can actually find in the "Forms & Files" section of the web site.)
8 - Standings at the end of the season will be determined by percentages:
Wins + (Ties/2) / Games played
9 - Tied standings will be settled as follows:
a.Tied teams record against each other
b.Run Differential between tied teams
c.Run Differential between all teams
d.Coin toss
